NABL 17025:2015 (National Accreditation Board for Testing and Calibration Laboratories)

National Accreditation Board for Testing and Calibration Laboratories (NABL 17025:2015) is an autonomous body under the aegis of Department of Science & Technology, Government of India.  NABL 17025:2015 has been established with the objective to provide Government, Regulators and Industry with a scheme of laboratory accreditation through third-party assessment for formally recognizing the technical competence of laboratories.

The accreditation services provide to our customers, highly efficient consultancy services to eNABL 17025:2015e them to meet NABL 17025:2015 needs. The concept of Laboratory Accreditation was developed to offered a means for third-party certification of the competence of laboratories to perform specific type(s) of testing and calibration

Accreditation assists the Indian industries to enhance the quality and reliability of Indian goods in the domestic market and exports, thereby, catalyses the growth of Indian economy. WTO has identified non-acceptance of test results and measurement data as Technical Barrier to Trade (TBT) and accreditation is considered to be the first essential step towards removing such technical barriers.

NABL 17025:2015 went a step further in removing technical barriers to trade and achieved the status of signatory to Asia Pacific Laboratory Accreditation Cooperation (APLAC) Mutual Recognition Arrangement (MRA) and International Laboratory Accreditation Cooperation (ILAC) Arrangement based on a peer evaluation by APLAC in 2000. This was a major step towards mutual acceptance of test results and measurement data across Indian borders.

NABL 17025:2015 went through the peer APLAC evaluation in 2004 & 2008 and reaffirmed its APLAC / ILAC signatory status with extension of scope for Medical Testing as per the new standard ISO 15189.  Today, the test results and measurement data produced by Indian accredited laboratories are acceptable amongst 64 economies. NABL 17025:2015 17025:2005 accredited laboratories have therefore emerged members of global family of more than 40,000 accredited laboratories.

NABL 17025:2015 provides accreditation in all major fields of Science and Engineering such as Biological, Chemical, Electrical, Electronics, Mechanical, Fluid-Flow, Non-Destructive, Photometry, Radio-logical, Thermal & Forensics under testing facilities and Electro-Technical, Mechanical, Fluid Flow, Thermal, Optical & Radio-logical under Calibration facilities.  NABL 17025:2015 also offers accreditation for medical testing laboratories.

Classification of the Testing Laboratories has been done on the basis of basic fields of testing. The laboratories doing inter-disciplinary testing of products, for e.g. textiles, plastics, building materials, metallurgical products, shall have to apply in relevant field(s) separately depending upon to which field(s) the test(s) belongs.

The accreditation granted to a laboratory shall remain valid for a period of 2 years subject to satisfactory periodical (annual) surveillance. Laboratory also has an option to widen the scope of accreditation in terms of specific tests and calibrations. NABL 17025:2015 17025:2005 has established policies and procedures for granting, suspending and withdrawal of accreditation of accreditation in accordance with ISO/IEC 17011:2004

About NABL 17025:2015

(NABL 17025:2015) is an autonomous body under the aegis of Department of Science & Technology, Government of India, and is registered under the Societies Act. NABL 17025:2015 has been established with the objective to provide Government, Industry Associations and Industry in general with a scheme for third-party assessment of the quality and technical competence of testing and calibration laboratories.

NABL 17025:2015 is the sole accreditation body in India that provides third party assessment and has been authorized by Government of India.

In order to achieve this objective, NABL 17025:2015 provides laboratory accreditation services to laboratories that are performing tests / calibrations in accordance with ISO/IEC 17025:2005 and 15189:2007 for medical laboratories. These services are offered in a non-discriminatory manner and are accessible to all testing and calibration laboratories in India and abroad, regardless of their ownership, legal status, size and degree of independence.

This distinction has brought additional responsibility on NABL 17025:2015 17025:2005 and its accredited laboratories. Annual Surveillance is carried out to ensure that the accredited laboratories are continuing to comply the accreditation criteria. NABL 17025:2015 is Certification Consultant. NABL 17025:2015 and its accredited laboratories are also required to meet the new challenges arising out of requirements such as satisfactory participation in a recognized Proficiency Testing Programmer and the requirement of estimating the Uncertainty in Measurements even by the testing laboratories. NABL 17025:2015 has already published the revised guideline on Estimation of Uncertainty in Measurement for Calibration Laboratories.

Process for Accreditation at NABL 17025:2015

The procedure for getting accreditation is detailed in general information brochure published as NABL 17025:2015 100.

Stage I

1.    Prepare your laboratorys application for NABL 17025:2015 accreditation, giving all desired information and enlisting the test(s) / calibration(s) along with range and measurement uncertainty for which the laboratory has the competence to perform. Laboratory can apply either for all or part of their testing / calibration facilities. Formats NABL 17025:2015 151, NABL 17025:2015 152 & NABL 17025:2015 153 are to be used by Testing, Calibration and Medical Laboratories respectively for applying to NABL 17025:2015 for accreditation.

2.    Laboratory has to take special care in filling the scope of accreditation for which the laboratory wishes to apply. In case, the laboratory finds any clause (in part or full) not applicable to the laboratory, it shall furnish the reasons.

3.    Laboratories are required to submit three sets of duly filled in application forms for each field of testing / calibration along with two sets of Quality Manual and Application Fees.

4.    NABL 17025:2015 Secretariat on receipt of application will issue acknowledgement to the laboratory. After scrutiny of application for it being complete in all respects, a unique Customer Registration Number will be allocated to laboratory for further processing of application.

5.    NABL 17025:2015 Secretariat shall then nominate a Lead Assessor for giving Adequacy Report on the Quality Manual / Application submitted by the laboratory. A copy of Adequacy Report by Lead Assessor will be provided to Laboratory for taking necessary corrective action, if any. The laboratory shall submit Corrective Action Report.

After satisfactory corrective action by the laboratory, a Pre-Assessment audit of the laboratory will be organized by NABL 17025:2015. Laboratories must ensure their preparedness by carrying out its internal audit before Pre-Assessment.

Stage II

1.    NABL 17025:2015 Secretariat shall organize the Pre-Assessment audit, which shall normally be carried by Lead Assessor at the laboratory sites.

2.    The pre-assessment helps the laboratory to be better prepared for the Final Assessment. It also helps the Lead Assessor to assess the preparedness of the laboratory to undergo Final Assessment apart from Technical Assessor(s) and Total Assessment Man-days required  the scope of accreditation as per application submitted by the laboratory.

3.    A copy of Pre-Assessment Report will be provided to Laboratory for taking necessary corrective action on the concerns raised during audit, if any.

4.    The laboratory shall submit Corrective Action Report to NABL 17025:2015 Secretariat.
After laboratory confirms the completion of corrective actions, Final Assessment of the laboratory shall be organized by NABL 17025:2015.

Stage III

1.    NABL 17025:2015 Secretariat shall organize the Final Assessment at the laboratory site(s) for its compliance to NABL 17025:2015 Criteria and for that purpose appoint an assessment team.

2.    The Assessment Team shall consist of a Lead Assessor and other Technical Assessor(s) in the relevant fields depending upon the scope to be assessed.

3.    Assessors shall raise the Non-Conformance(s), if any, and provide it to the laboratory in prescribed format so that it gets the opportunity to close as many Non-Conformance(s) as they can before closing meeting of the Assessment.

4.    The Lead Assessor will provide a copy of consolidated report of the assessment to the laboratory and send the original copy to NABL 17025:2015 Secretariat.

Laboratory shall take necessary corrective action on the remaining Non-Conformance(s) / other concerns and shall submit a report to NABL 17025:2015 within a maximum period of 2 months.

Stage IV

1.    After satisfactory corrective action by the laboratory, the Accreditation Committee examines the findings of the Assessment Team and recommend additional corrective action, if any, by the laboratory.

2.    Accreditation Committee determines whether the recommendations in the assessment report is consistent with NABL 17025:2015 requirements as well as commensurate with the claims made by the laboratory in its application.

3.    Laboratory shall have to take corrective action on any concerns raised by the Accreditation Committee.

4.    Accreditation Committee shall make the appropriate recommendations regarding accreditation of a laboratory to NABL 17025:2015 Secretariat.

5.    Laboratories are free to appeal against the findings of assessment or decision on accreditation by writing to the Director, NABL 17025:2015.

6.    Whenever possible NABL 17025:2015 will depute its own technical personnel to be present at the time of assessment as Coordinator and NABL 17025:2015 Observer. Sometimes, NABL 17025:2015 may at its own cost depute a newly trained Technical Assessor as "Observer" subject to convenience of the laboratory to be accessed.

Stage V

1.    Accreditation to a laboratory shall be valid for a period of 2 years and NABL 17025:2015 shall conduct periodical Surveillance of the laboratory at intervals of one year.

2.    Laboratory shall apply for Renewal of accreditation to it at least 6 months before the expiry of the validity of accreditation.
